The equity in pre-school education is a livelihood project which concerns thousands upon thousands of families,the balanced allocation of education resources concretely reflects educational equality.The allocation of preschool education resources mainly includes financial resources,material resources and human resources.How the government deposits financial resources between urban and rural indicates its different attention.The allocation of material resources can show kindergartens' conditions in urban and rural areas reflected in the handware.The human resources are the key to the pre-school education quality.Making comprehensive survey on the previous studies,the discussion about the pre-school education in macro level has been increasingly mature,while in middle and micro level,the different allocation between urban and rural areas demands a further study.This study takes samples from city A in Henan province,which includes71 kindergardens in urban and rural,429 teachers' valid questionnaires,50 kindergarten leaders' valid questionnaires and 61 interviews with people who are relative with pre-school education.Based on comprehensive analyses of correlational studies,questionnaires and interviews,quantitative analyses and qualitative analyses,the differences and reasons in pre-school education allocation in urban and rural areas are as follows.Based on statistical analysis,in city A,the allocation of pre-school education between urban and rural area has significant differences.The differences in financial resources are mainly from educational outlay of each child and kindergarten fundings.The discrepancids in material resources are mostly from the per capita area in the classroom,the average books,the classroom settings and the operating materials per person.The variances of human resources are principally reflected in teachers' titles and the teachers' training frequency.By quantitative analysis and qualitative analysis,the main reasons which result in the differences between urban and rural areas include dual economic structure between cities and rural areas,the policies and different cultural backgrounds.Based on the above analysis,this study discusses the relative questions about pre-school education in the urban and rural areas of city A,chiefly focusing on how to deal with the relationship between government and market in the allocation of pre-school education in order to alleviate and eliminate poverty,whether we should draw lessons from the previous compulsory education experience to promote the balanced allocation of pre-school education resources,and how to realize the balanced allocation of pre-school education when facing two-child policy and urbanization.To promote city A's balanced allocation of pre-school education resources in urban and rural,this study puts forward the corresponding suggestions about financial resources,material resources and human resources.Financial resources should be achieved in the precise poverty alleviation.First of all,funding standards should be set according to need.Secondly,multi-channel investment mode shoud be achieved.As for drawing lessons from compulsory education,it is necessary to take its essence.Including implementing suitable interactive cooperation model for urban and rural development,paying attention to the construction of teaching staff,and protecingt the fairness of preschool education by using legislative measures.Considering the urbanization and the two-child policy which result in changes in the number of the pre-school children,new measures should be taken to cope with the allocation of resoures between urban and rural areas.On the one hand,the population of the school children should be predicted,on the other hand,the distribution of kindergartens in the urban and rural should be adjusted in a reasonable way.Uneven allocation of resources between urban and rural education is a kind of objective existence.Narrowing the gap between urban and rural areas,promoting the balance of preschool education resources,and letting every child enjoy the fairness of preschool education and the quality of preschool education is not only our common responsibility and ideal but also the aim of this study.
