The secondary vocational education is usually considered less important, serving as the complement of the common education. The old development modal results in the slow development which hardly meets the needs of the fast developing society. However, the sustainable development of economy must be guaranteed with a mass of qualified technicians. Developing the vocational education and improving the quality of workforce is, therefore, the only access to the great progress of China.The dissertation is trying to discuss and analyze the present problems and the corresponding reasons. The main problems lie in the difficult situation of enrollment, the limited vocational education resources, the serious contradiction between the supply and demand of the vocational education, the incomplete implementation of the job market access system, and the weak self-development ability. And the major reasons include the improper orientation, the imperfect government macro-management, the serious shortage of financial input in vocational education, the influence of the traditional ideas, the limitation of market function and the lag of theoretical study. Based on the analysis and guided by the ideas of life-long education and enterprising education, the paper put forward some countermeasures and advice to help better the government policies and promote the reforms of the management system, using some experience of Russia and Germany for reference. A new guiding principle and the strategic position of the secondary vocational education should be established; the schools should adjust themselves to the society, adopting the new approaches for teaching and running by updating ideas; the government should enhance the management and take part in the school reform actively to make the schools develop well, with the social groups taking their responsibilities. All in all, to establish and reform the vocational education system is only way for the secondary vocational education to develop healthily and continuously.
