The rapid development of knowledge-based economy and modern society has given education new missions and challenges.Under the overall background that the thought of life-long education is spreading rapidly,every country has treated this as the future direction of education reform and launched a lot of researches and practices.Some countries and regions are the pioneer and have built a relative perfect qualifications framework system,such as: Australia,UK,South Africa,UE and Hong Kong.Nowadays,the structure of qualifications framework has expended to more than 150 countries and regions across the world.However,because of the special national conditions and history reasons,this work has not formally started in our country.In this paper,researcher hope that can make some progress for the construction of China's life-long education and the development of vocational education.The first two chapters of this paper is mainly about the background analysis of qualifications framework and sort out present domestic and international literature reports.Concerning the future development and direction of national education,researcher proposed the argument that build qualifications framework is the most important thing to promote the integration of different education levels and help the connection of education and employment.The third chapter will introduce qualifications framework in some counties and regions that has mentioned before from different aspects in detail,including: content design;operation mechanism and security principles,which can help understand the basic laws of qualifications framework.In fourth chapter,some integrated and representative qualifications frameworks are chosen to exploring their specific characteristics and the influence to vocational education field.The fifth chapter of this paper illustrates the exploring and practice of China's life-long education,in other word,the construction of qualifications framework,and pointed out the challenges and problems that government is facing.In last chapter,based on these researches and combining with real national conditions,researchers conclude the enlightenments from macro-level and proposed some specific countermeasures and suggestions.This paper gives the idea that our country should build up qualifications framework step by step and as soon as possible.These works can be developed from these as pects from other countries experience: establish specialised management organization;guaranteed by legislation;divide qualifications levels based on existing educational system;establish agreed capability standards in each level;attention to the judgement and quality surveillance of qualifications;set learning outcome as orientation and standardized the credit transfer.To guarantee the credibility and effective implement of framework qualifications,job qualifications certificate should be unified and make a connection with academic certificate.Besides,under the background that life-long education is been valued and encouraged,vocational education should seize the opportunity to meet the challenge and increase the reform to solve the problem,and make progress for the equality and integration of general education and vocational education.
