As the deep development in the elementary education curriculum reform, the school based teaching research has been the focus of the basic schools and teachers. The school based teaching research is some research of education which based on school, but it doesn't mean that it confines to the school's strength completely. It relies on the involvement and guidance of internal and external professional guidance. Teacher Professional guidance build the bridge between the theory and the practice for the school based teaching research. The Construction of teacher professional guidance provides system guarantee for this bridge. The system of teacher professional guidance means the general designation of behavior rules and manage regulations which guild and remedy teacher's ideal, knowledge and skill, developmental direction, so it can promote development of the teacher's profession. It has characters of expansibility, practice, humanism and guidance. The study on system of teacher professional guidance can develop the teacher's profession, impel school's persistent development, and make the elementary education curriculum reform bring into effect.Based on knowing the general questions about the system of teacher professional guidance, This study mainly use the methods of documentary and materials research and text analysis. Though the analyses, we find that the constructions of this system have get achievement as follows: This attract the school's attention, help to know the system of teacher professional guidance deeply, and begin to attach the importance of the regulation of the promoting, evaluation and guarantee. But at the same time there are also a number of deficiencies at the same time, mostly in these aspects: The construction of teacher professional guidance system is not systematic, not comprehensive, not specific, not clear and not humanistic.Aiming at the problems in the construction of existing system, based on the principles of simplification, humanism, systematization, operation and rigid-flexible, so the construction of this system is from seven part: Organizational system, Expert's leading system, Outstanding teacher's leading system, Teacher's self-guide system, Evaluation and incentive system, Security system. And to promote the establishment of this system further: Education administration departments should take measures to provide support actively. Research departments should strengthen its development and improve the effectiveness of guidance. Universities should coorperate with primary and secondary schools in research and provide the intellectual resources to them.
