This article researches the problems of talent development in shaanxi province from a strategic height. Starting with the status quo of talents in shaanxi province, this article systematically researches the contradictions between talent resources cultivation and the talent's demand caused by economic development; what's more, it makes a further analysis of the objective and subjective reasons of these contradictions. It shows that the total talent supply is sufficient; the main problem is that it is hard to make them stay, and the chief factor for which is the sluggish economy of shaanxi; so it easy to form the vicious circle: sluggish economy—brain drain—more sluggish economy. After clarifying the reasons , it gives an problem-oriented talent development solution; and ultimately builds a strategic ideology system of Shaanxi talent development; as well as some countermeasures .The basic thought of this system is to have market-oriented talent development, making optimizing the talent structure as the main stream of development, strengthening development and utilization of talent resources of the three areas in Shaanxi, making a sound development of the three major regional cooperation mechanism for talent, and optimizing talent use environment in Shaanxi; based on which Shaanxi talent will retain used well. Through changing talent advantage into real economic development advantages, shaanxi will change from a province with sufficient talented people into a major talent strong province, which also makes a further progress towards the province's grand strategic objective of becoming western strongest province. On the background of the real problems of talent development in Shaanxi, this article draws the conclusion by using a large number of authoritative statistical data and through careful study. Therefore the research results of this paper have some practical value on policy-making for Shaanxi talent development.
