During the Nanjing Public Government (1927-1937),the elementary education had realized a steadier development. The government promulgated the law unceasingly, consummated the system and established various kinds of elementary schools. Jiangsu's elementary school had the development in this time quite to be but slow. This didn't adapt with Jiangsu's economy and the culture level of development, and between the south and the north of Chang jiang River had the remarkable difference. The primary school teacher quantity are few, the quality is bad. The teachers is short of need, the qualified teachers are less, the teacher specialization level was low, and between the area distributes was not extremely balanced.To improve quality of primary education, Jiangsu strengthened to the teacher troop's standardized construction, explicated the qualifications request, established the teacher registration policy, consummated teacher's appointment rules. In view of the fact that the qualified teacher proportion, the Nanjing Public Government carried on the qualifications examination to the teachers , appraised it whether to have the qualifications. The Nanjing Public Government developed the normal education positively, developed several kinds of compensatory education organizations to train the professional ability, enhanced the teacher troop' quality.Jiangsu also unceasingly made policy to improve teachers' treatment, but various counties acted according to own situation to formulate some treatment policy, caused the entire province regional teacher' income disparity to be enormous. Overall, the teacher' income was meagre, was not only lower than the middle school and professor , even sometimes was also lower than the private tutor. Those teachers in rural elementary school had the least income especially. The teachers' treatment was not only low, but also added on the long-term embezzlement, falling behind, caused them not to work relieved. The teacher occupation lost the attraction to the intellectuals for the meager income.During the Nanjing Public Government (1927-1937), difficult politics and economical position which government faced caused the policy on the primary school teacher mnagement and the treatment could not effectively implemented. Therefore, to construct the qualified and stable teacher troop, the government needs to pay more attention to the education and enlarges investment to education particularly. The stable social environment and the economy healthy development are the support conditions to education.
