About the second departments adjustment, the thesis analysizes the contradiction between higher education and the environment. It chooses the running benefits as the starting point, and analysizes the facts of low running benefits in the field of higher education.Second, the thesis makes collation and analysize the process and results of the two departments adjustments. About the first departments adjustment, the thesis wants to show the process of starting and development clearly through collecting information and then analysizes the positive impacts and defects. About the second departments adjustment, the thesis shows two parts including the policy background and specific process of implementation, and then, the thesis analysizes the influence of the second reform including the positive impacts and the hidden dangers.At last, the thesis compares the two departments adjustments, thinks about them and finds the same points and different points.
