In order to enhance educational technology competency and promote the professional development of primary and secondary school teachers, according to the "Teachers' Law of People's Republic of China "and the "primary and secondary school teachers continuing education requirements",on December 25, 2004 the Ministry of Education has promulgated the" primary and secondary school teachers educational technology competency standards" (Trial), which set the educational technology competency and information technology literacy of teachers to a higher demand.According to standards, On July 14, 2005 the Ministry of Education has promulgated the "teaching staff in primary and secondary schools (primary) education technology training outline" . The outline from the knowledge and skill, process and method, emotion and attitude separately proposed specific demands to the primary and secondary school teachers, the process and methods mentioned: learn to use text editing software to establish commonly used teaching documents, learn to use network tools to collect teaching resources, learn to use multimedia tools to simply process the text, pictures, sound, animation and other resources, learn to use simple courseware manufacture tools or homepage" manufacture tool to integrate teaching resources.Thus, the training of common tools was still a key component of training of teachers. This research based on educational technology competency building projects of the primary and secondary school teachers, on the basic of widely reading the domestic and foreign related literature of common tools training and investigating and studying on the spot, combining with educational technology competency primary training practical experience, first of all, carding the common tools of teachers training, defining the concept of common tools, analyzing present situation of common tool training, then on the basic of present situation analysis, the author from the training content construction and the training implementation strategy separately proposes the optimized strategy of common tool training, finally, according to the strategy, take powerpoint as the example, the author design a practical feasible training program.
