| "National training program" play a demonstration lead,provide timely help and promote reform.It can not only promote the equitable distribution of training resources and the balanced development of compulsory education,but also promote the reform of basic education and improve the quality of education.The problems and the effect of the implementation have always been the focus of attention of teachers,educational experts and education administration.Based on the policy text,policy practice and related theories,this paper decomposes the implementation process of "national training program" at the provincial level into the training preparation stage,the training implementation stage and the training summary(evaluation and feedback)stage.Taking the rural teachers’ visit to the elite school project in Henan Province as an example,three stages are divided into seven links: the development and audit of project planning;the selection of agencies committing training tasks;the selection of trainees;the implementation of centralized training;carrying out post-training follow-up guidance activities;carrying out project performance evaluation;the summary of the implementation of the project.According to the policy text,training program,questionnaire,field observation,interviews and related data of network training platform,this paper analyzes the existing problems of each stage and each link the in specific implementation process and dig into the root causes of the problem,including the policy itself defects and the internal tension.According to the analysis about the problems and reasons,this paper puts forward the suggestions on how to improve the implementation effect of "national training program" : First,perfecting the policy itself,it should focus on clearing the specific content of the policy,improving the evaluation of reward and punishment mechanism,and improve the guarantee mechanism of sustainable development;Second,reducing the internal tension,it is necessary to plan teacher training program on the whole,construct an open system of teacher training institutions,strengthen the management of training teachers and delegate the right of teacher training. |
