University Innovation Ability Evaluation And Enhance Research

Building innovative society needs to enhance the ability of independent innovation , As a intermediary force of national innovation system, the universities not only need to provide the solid knowledge foundation, human resources and technical support for the national construction, but also have the continuable development ability, continually provide innovation ability and innovative spirit for the country .The evaluation on the university's innovation ability, not only may promote university's self-development, self-perfection, moreover may optimize the allocation of resources, improve the national scientific research innovation system, the significance is significant.This paper studied the present situation of university innovation ability appraisal and the promotion domain, through the analysis of the university innovation ability connotation, by the principle of science and justice, designed the university innovation ability evaluating indicator system; By the analysis of each kind of commonly used evaluation model and the appraisal method, proposed the university innovation ability appraisal method based on the principal components and BP neural network, which mainly aims at the multi-targets indicator systems, complete the evaluation exercise under the situation of remaining massive targets ;after the completion of appraising ,this paper does not rank by the score directly ,but arrange the universities into different groups by the result based on cluster method .The difference in the same group is small and the difference in different group is remarkable .Using this method ,we can avoid the harm by direct rank , reduce the puzzle brought by rank .Considering that there are many appraisal methods ,comparing the scarcity of advance method , this paper proposes a new advance method based on distance vector ,which can provide a new method and theory basis to policy-maker.Above the theory study ,the paper designs and completes the university innovation ability evaluation system .At last ,through the partial university samples , we complete the analysis of evaluation and advancement, and prove the validity of method.
