The reform history of Chinese pre-school education is the history of increasing adjustment and development of Chinese pre-school education policy. Systematic analyses and research on the development history of pre-school education policy is not only the need of researching pre-school education but also the necessary requirement of developing pre-school education.Basing on the development of Chinese society and all the files of pre-school education policy, the development history of Chinese pre-school education can be divided into three major stages before liberation of PRC, from the earlier stages of liberation of PRC to "Culture Revolution", the period also can be divided to the late Qing Dynasty and the public of china two stages and the Old liberated areas period which time is same with the public of china. There are special historical backgrounds that constitute and implement pre-school education policy at every stage, which shows different policy content and characteristics. The chief task of this research is that coordinate and summarize the historical background,main content and characteristics of Chinese pre-school education policy at different stages.It can be seen from the development history of Chinese pre-school education policy that the development of Chinese pre-school education policy has close relationship with policy environment, and that there is a certain continuum of pre-school education policy at different stages and a certain system of the development of total Chinese pre-school education policy. The constituting and ordination of total Chinese pre-school education policy is mainly the governmental behavior from top to bottom, whose development manifests the following characteristics: the development of it interact with its environment policy constantly; full of continuous inherit,criticism and innovation; coexistence of sudden change and gradual development; autonomous evolvement interacting with artificial design; the presentation-form of "policy flow".Since China's reform and opening to the world, the construction of Chinese pre-school education policy has been developing healthily and rapidly, which basically has formed a relatively integrated system so far. But there are some problems on present pre-school education policy inevitably, which can be mainly shown from the following aspects: some current policy can not fully meet the needs of the development of reality; there exists a big gap between the policy and action in terms of some important policy. The way that solve these problems is to further strengthen the role of government at the course of constituting and implementing pre-school education policy, enhance the research of pre-school education policy, and set up a supervising evaluation system of constituting and implementing pre-school education policy.Seen Chinese pre-school education policy from the perspective of future, the system of it can be developed from the following directions: more concern should be given on infants' lives and safety; emphasis should be given on nursery-teacher,system reform of pre-school education and infant-education in rural areas; the focus of the policy should consider these infants that they are under three years old and their lifelong development, and extend to their families and districts; the role of government at the course of constituting and implementing pre-school education policy should be further strengthen; the guidelines of relevant policy should be open and multiple; the constituting of pre-school education policy should combine the "from top to bottom" with the "from bottom to top"; the constituting and implementing of pre-school education policy should be carried out under the supervision of law.
