A Probe Of The Feasibility Of Social Work Into The Rural Social Assistance System

Rural social assistance as an important system of rural poverty, not onlyto play to the protection of basic life functions, but also to keep pace with thetimes, the professional social work methods into rural social assistance,innovative assistance functions.Actually since1601Britain’s "poor law",social assistance and social work have forged a bond, the two are closelyrelated. Based on the relationship of the two,since the1980s, China’s socialassistance is divided into three stages.The first stage is before1997, socialassistance to moral assistance as the main characteristics,play itssupplementary function; the second stage from1997to2002, in these years, isthe minimum life guarantee system of comprehensive building in the city, thesocial assistance system began to institutionalization and modernization. Thethird stage is from2003to now, in this phase,rural "Five Guarantees" forfurther improve, the construction of rural minimum living security system infull swing, the nationwide social assistance system has been establishedgradually, the specialization and professionalization of social work playsmore and more important role in social assistance.From a historical perspective, the rural social assistance is a majorhistorical origin of social work, but in reality development, social assistancework is an important field of social work, relying on social assistance systemand policies, facing the difficult individuals, families and groups, in relief,help, taking dangerous rescue activities. However, in a very long time afterthe recovery and reconstruction of professional social work in the1980s, therural social assistance and professional social work is a "two pieces of skin",the traditional social relief work in China is mainly within the administrativesystem by the civil affairs department, in accordance with works,the staffneed not much professional knowledge,the two is the lack of dialogue on the basis of the concept of value, professional knowledge and skills. Along withthe social assistance from moral assistance to system of relief,,from negativeto positive assistance, change from single to comprehensive aid assistance,social assistance is a growing need for support of professional knowledge,professional idea.The significance of social work to social assistance is that itsvalues and scientific methods, adhere to the values of social work, using thecase, group and community method can more close to the relief object,understand their needs and their services, so as to achieve better effect. Socialassistance work and professional social work in such aspects as value,system, knowledge and skills began to gradually merge.In this paper, with the concept of rural social assistance, explore thedevelopment and change of rural social assistance and the professional socialwork intervention feasibility and realistic significance of rural socialassistance. The first part, it mainly defines the concepts related to rural socialassistance, and grasp the main content, the basic principles of rural socialassistance and the implementation process; the second part, we investigatedthe A village of Shandong province’s production and living conditions, thestatus of the social assistance were statistically analyzed, secondly, analyzedand summarized status of implementation of the existing problems in thevillage social assistance; the last part, aiming at the existing problems ofsocial assistance in A village,the author analyses the necessity and way ofsocial work in rural social assistance, practical significance and through thecase analysis of the realistic significance social work in social assistance.
