The development of pre-school education is a shared mission for all the countries in the world since the 1950s. Many countries take this mission as an important way to improve educational and national quality, as well as the comprehensive national power. By enlarging the investment and strengthening the legislation, the responsibility of the government in the development of pre-school education has been emphasized. However, compared with the developed countries in the world, the development of pre-school education in our country is quite slow, and there is still a serious imbalance between the urban and suburban areas, and from place to place. In addition, the function of government in the development of pre-school education is not adequate. Based on the present situation of our national pre-school education, taking the case in Shaanxi province as the major research target, this paper adopts the approaches of literature review, research and study, as well as comparison and analysis to provide an objective description and theological analysis of the government's function in the development of pre-school education in our country. Through the analysis, the conclusion has been drawn that the development of the pre-school education in our country requires the government to play an important part. Legislation in turn can strengthen the corresponding government's function in the development of pre-school education, establish a relatively stable financial input system, and make the proper use of the resources. The supervising and evaluative system of our pre-school education can be perfected at the same time. This paper attempts to provoke the discussion of the topic of the government's function in the development of our pre-school education from a practical level.
