College students'leisure education has long been concerned in community of educational theory. Educationalists interpreted functions about leisure education on the all-round development of students from different angles and dimensions, and they stressed the need to put leisure education into the field of higher education. Meanwhile, they pointed out some measures about how to implement leisure education in the universities, such as the development of leisure education curriculum, teacher training, the environment supported. It seems to author that leisure education on the development of the role of university students is beyond doubt, and the leisure education into the vision of higher education is also necessary. However, the literature has been made in the implementation of the measures of leisure education, was not operational, but too general. It is well known that in the contemporary society, education is not to demand students to adapt to the curriculums provided by school, but the school should provide the curriculums to adapt to students'growth. The object of leisure Education is every different individual that it must be based on every different individual interests, hobbies, needs to develop curriculums, train skills, which make each one of them has access to leisure education and has opportunity to participate in leisure activities. Thus college students'leisure life will be really enhanced. This paper will be participatory opportunities as a perspective, According to Maslow's theory of the five-level needs and the developed theory is to explain the need of development for college students to carry out leisure education, from the survey data is to know roundly minority students in the leisure education status quo, and the findings gotten from the investigation is to propose the feasibility measures of implementation.The development psychologist Gardne,at Harvard University in the United States, thought that a person's intellectual development and performance was due to social and cultural environment and education conditions from the differences vary, Despite of various social and cultural environment and education conditions, people have a variety of intelligence, However, different social and cultural environment and education conditions make people's intellectual development has clear direction and extent of difference. Namely, the development of intellectual direction and extent is influenced greatly by environment and education.China is a multi-ethnic country, and different minority students are living different environment of social-economic and cultural characteristics. Their conditions of education are different. Living in different social and educational environment, their intellectual development, behavior, thinking habit, leisure need to have a distinct difference. In this paper, investigation place are Hubei Institute for Nationalities and South-Central University for Nationalities, from freshman to senior of Tujia, Miao, Zhuang, Hui and students, student leaders and counselors will be investigated about leisure expectations, leisure options, Leisure experience and leisure guide. Survey found that minority freshmen as to their native culture and understanding of physical training was inadequate, and they were high expectations for their schools, teachers and counselors, and they were full of beautiful vision for their leisure life. Sophomore, junior and senior minority students were due to the economic, character, psychological and other reasons, there were great limitations in the choice of leisure activities. Schools were not enough emphasis on leisure education, and various leisure facilities can't meet the needs of students. Teachers and counselors were the lack of leisure guiding. Student leaders in leisure activities have more opportunities to participate in the leisure experience and gained organizational capacity, interpersonal skills, management ability, and other training opportunities. During the participation process, they also found that the school's activities were mostly formalism or just a small number of people participating in the activities. As students and counselors are disproportion that counselors had not enough time to concern minority students. Counselors also thought that leisure education in the university was valued deficiently, hardware and software environment not to meet the needs of students. Based on their work experience and practice in the work of the problems encountered, they pointed out some sufficient recommendations to carry out leisure education in the university. According to the survey results, minority students, the special groups, wanted to have opportunities to participate in the main leisure activities, leisure happy experience, enhancing the quality of leisure life. So we must realize that schools are leisure education program makers, teachers are the guiding values of leisure, the family is the supporters of leisure education, minority students are free to participate in the self-managers. Only by this doing, can the overall development of college students be promoted.
