The reasons why we pay such a close attention to the rural primary teachers in Qingdao are the purposes of"harmonious society","rural education", and"teacher education"that are closely related and influenced each other.The building of a harmonious society is based on the harmonious education. Its key point is rural education whose focus is the status of the development of rural primary teachers. The objective analysis of the situation can influence the reform of middle normal schools, and vice versa. Whether the reform of middle normal reform can succeed will influence the quality of primary school teachers deeply.Taking the rural primary teachers as its object, this article does a research of the quality problems which restricts the rural education. Profitting from others'research fully, it studies the problems and the reasons of sex structure, age structure, academic structure, specialities structure and rank structure, by using the questionnaire survey. It gives some target suggestions that emphasize the strategy of middle normal schools reforming.This study is divided into three parts: firstly, the analysis of the status of rural primary teachers in Qingdao; secondly , the analysis of the reasons of the problems; lastly, some corresponding suggestion.
