With the development of education reform,improving the quality of education becomes the strategic theme in this new period.People start to pay more attention on the quality of education in primary and secondary schools.The key to improve the quality of education in primary and secondary schools is to promote the primary and secondary school teachers 'professional development,then to improve the overall quality of rural teacher.The study is to understand the current situation and problems of rural teachers' professional development in China by literature retrieval.The study is also to understand the current situation of rural teachers' professional development in Qingdao by questionnaires and interviews.The paper shows the current situation of rural teachers' professional development in Qingdao from the perspective of education belief,professional knowledge and professional competence.It also gives an analysis from the perspective of gender,study section,age,educational background,professional title.Last but not least,the paper comes up with several suggestions from the aspects of education system,school and teacher.It says that government should raise the found to support rural teachers' professional development and improve the quality of teacher to create good external conditions.Schools need to improve management and evaluation mechanism.As for teachers themselves,they need to change their thoughts and play the subjective role to improve professional development.The author hopes the paper can give some help to the government,help primary and secondary teachers in Qingdao to improve professional development.
