Due to the geographical environment, history and culture, level of economic development, and other factors, there are large gaps between elementary education of national areas and other areas. At the same time the national area elementary education safeguards the economic development of the national area and is the foundation of reducing the disparity among the multi-nations.Therefore, the national area elementary education is the focus of difficult. With the development of the countryside elementary education in our country and according to the State Council's decision, our countryside has realized the comprehensive free education by the end of 2007. In this reform and development tide, for the government especially the local authority, what role should they play in the process of the national area elementary education development, and which achievement they should has, which responsibilities they should realizes, are the major issues relating to whether the goal of our country national area elementary education will come true or not. Taking the Yunnan Province Wenshanzhou Yanshan County as a case, by the foundation of the fully studied present situation and the current question in the national area elementary education which took Yunnan Province as an example, this article explores the way how the government responsibility of the national area elementary education realizes.This article holds that the responsibility for the deficiencies in the national performance in the field of elementary education for the following aspects: First, not enough attention to elementary education; Second, the lack of innovation and spirit of service; Third, on the basis of objective changes in education Lack of sensitivity and response measures; Fourth, the formulation of public policies lack of systematic and long-term.On this basis, we believe that the development of the national area elementary education, local governments need to better fulfill their responsibilities from the sense of responsibility and specific public policies to achieve both. Specifically is to: First, to further strengthen the Government's emphasis on elementary education level, governments at all levels must fully understand the power of the Government from the political mandate, the Government has the responsibility; Second, strengthen local government services Awareness. Elementary education related to all aspects of government are in need of services. Government should not only serve the students, but also serve the parents, and jointly promote the development of elementary education. At the same time, the establishment of an effective feedback and response mechanisms, so that government services more timely and accurate; Third, educational innovation, development, "characteristics of basic education." Local governments must be innovative model of education, lower school costs and the development of "vocational basic education" so that students are minority areas "of a director, apply what they have learned." Fourth, the development of fair and effective public policy. Teachers to establish a reasonable mobile platforms, strengthen the quality of teachers, while maximizing the sharing of education resources and helping and supporting.
