As the important expression of education equal idea, the balanced development of elementary education plays an important foundational role in promoting the individual development, the national quality and the society harmony. But the current unbalanced development situation of our elementary education makes many scholars and the administrators feel anxious. Under the unbalanced development situation, education may deepen the social differences which are coused by the political and economical factors and so on. At he same time, these differences may destroy a person's basic rights, couse more serious education inequtiy and go against with the harmonious society idea. But these originally could been bridged over by education.Consequently, exploring and trying to solve the unbalanced development problems of the elementary education have the important practical significance.This paper makes a systematic discussion of the government responsibility in the unbalanced development of our elementary education. The full text consists of four parts. The part of preface states the background of the subjects and the study meaning of the balanced development of elementary education. The second part brifely introduces the the problem of unbalanced development of elementary education, at first it analyzes the connoation of the balanced development of elementary education, then it presents the current unbalanced development situation and the negative impacts of elementary education from the differences between the city and countryside, the region, interscholastic and the social stratum four aspects. The third parts starts with the connotation of the public choice theory and elaborates the foundation of analyzing the government responsibility of the balanced development of elementary education under this theory. Based on these, it analyzes the deep level reasons of "the malfunction" of government responsibility in balanced development of elementary education from the interest group theory, rent seeking theory and the bureaucracy economy theory. According to the analysis of reasons, the last part proposes the treatment strategies to solve the responsibility vacancy of the government and makes a more exhaustive discussion to each kind of strategies, such as understanding the importance of government in the balanced development of elementary education, improving government personnels' restraint mechanism, permitting a certain extent of market access and strengthening the administrative system of elementary education and so on.
