From the year 1928 to the war of resistance,elementary education development in Shandong is relatively stable. After the national government takeover Shandong province in 1928, Shandong province education department of elementary education has carried on the reorganization and established a comparatively complete elementary education development strategy. In elementary education department of Shandong province, funds, teachers, curriculum and teaching methods, etc. and a series of beneficial exploration and attempt made great progress in this period.From the year 1928 to the war of resistance,elementary education development in Shandong is critical period. Involving not only in terms of consolidation, provincial and reorganization of the rural elementary education and raise the standardization of the school, private education and teaching, including Shandong province education department of elementary education of the consolidation and development of beneficial exploration and practice, namely, to establish the primary school education pilot experiment elementary school, through the experiment elementary school to guide the development of local education.In terms of development, not only positive development of compulsory education, the education department of Shandong province has also established rural construction experimental area. This chapter in Zouping county as an example, the general situation of rural construction area of elementary education development is discussed in detail, we can get the similarities and differences of the development of elementary education and the general elementary education in rural construction area. At the same time, the paper starts with the education funds to elementary education of provincial and county. For clues of distribution, financing and funding for education is independent, to conduct a comprehensive analysis of elementary education after the national government takeover of Shandong. Through the analysis of the elementary education funds, it is pointed out that the distribution disequilibrium of provincial, county and the county.In one hundred years, the education for this; Education, the teacher for this. Especially before the anti-Japanese war and from 1928,the government of Shandong province department of education attaches great importance to the teacher problem,in the face of elementary education, teacher is insufficient, and the good and bad are intermingled,the government of Shandong province education department rectify these disadvantages, its positive efforts are not only cultivate the teachers but also conduct teacher checks strictly, has established a sound system of faculty and staff welfare. Through the analysis of the problems of elementary education teachers, I points out the teachers' characteristics and enlightenment of elementary education.As the changes of the modern Chinese political, economic, and the incoming of western education teaching thought, elementary education curriculum standards, textbooks and teaching methods are also constantly updated and evolve. This chapter, through the overall analysis to Shandong elementary education curriculum, textbook and teaching reform, I point out the deficiencies and enlightenment of the elementary education curriculum, textbook and teaching methord.In order to better show the similarities and differences between coastal and inland city elementary education development, this chapter makes comparative study on the elementary education development of Jinan, Qingdao and Guangzhou, so as to examine both the similarities and differences in elementary education school. This part examines the general situation of the elementary education development of Jinan city from 1928 to 1937, from the perspective of local and regional history and in the form of case study. Finally, the paper is mainly of the historical thinking of elementary education in Shandong in the Nanjing national government period. This part is mainly composed of the achievements and reasons, existing problems and the realistic significance in the development of elementary education in Shandong.
