The higher vocational education is an important component of higher education as well as an important part of vocational education system in our country. Today, under the environment of economic globalization, education internationalization and marketability of talented people, the higher vocational-technical education of our country is facing an unprecedented developing period. The quantity of higher professional colleges, the number of students and graduates are increasing constantly. In 2007, there are 1168 higher vocational colleges in our country and its scale is more than half of the higher education. Students' number rises from 8148 last year to 8571 in average. Higher vocational colleges have made a leap in scale, and have cultivated many modernized talented people with high quality. However, we should see, with the fast development, higher vocational colleges also face keen competitions and huge pressure. Because of the increasing enrollment in recent years, the proportion of students and teacher in some colleges is 20: 1, even higher. Specialized teachers are scarce, and some teachers have weak practice ability .in addition, the preset environment has influenced teachers a lot in higher vocational colleges and universities. These all cause the people's worry about the teaching quality of these colleges.Certainly, to improve teachers' overall quality is a systematic work and need the effort of every field. But teacher's performance inspection work in higher vocational colleges and universities actually becomes very important under such situations. Along with the reform of personnel system in our country's universities, to use performance inspection appraisal system to higher vocational colleges and universities' teachers has not been able to adapt to the development law of modern science technology. To establish and complete teacher's performance inspection system has become an urgent matter in human resources development and management in higher vocational colleges and universities. A scientific performance inspection work can not only promote the scientific development of human resources management, the teachers' overall quality, but also can improve the overall quality of higher vocational colleges and universities. However, because teacher's work is a very hard individual work, it is difficult to exam precisely and comprehensively. Therefore, there are many questions which are worth studying in the aspects of inspection method, target establishment and process control. Through investigation, the article analyzes the teachers' performance inspection implementation of Shaanxi Technical College of Finance and Economics, point out its existing problems, and design a inspection system which in accordance with the characteristic of the teachers in Shaanxi Technical College of Finance and Economics.
