At present,the transformation of the national economy and the continuous changes in social needs,coupled with the special position and role of higher vocational education in the whole college education reform,require higher vocational education to be closer to the needs of social economy for technology and practicality.However,due to the relatively short development period of higher vocational education in China and the particularity of teachers' work,the performance evaluation system for teachers in higher vocational colleges under the new situation has a large gap or even deviates from the construction objectives required by the national or local governments.At present,the performance appraisal in higher vocational colleges cannot really go deep into the teachers' daily work,and the incentive effect is not satisfactory.Under the new situation,the performance evaluation of teachers in higher vocational colleges should conform to the new mission,new strategy and new development of higher vocational colleges,be consistent with the comprehensive strength of teachers in higher vocational colleges,and the evaluation index should highlight the professional differentiation due to the school system.This paper focuses on the current situation of HQ higher vocational college teachers' performance evaluation,designs questionnaires and collects and analyzes the problems existing in college performance evaluation,such as formalization of performance evaluation,evaluation for evaluation;The index setting is simple and unscientific.Lack of feedback and communication on assessment results;The assessment criteria are unscientific and the period is unreasonable.Then,based on the relevant theories of human resources management,the existing literature research on teacher performance evaluation at home and abroad,and combined with the actual situation of HQ higher vocational colleges,this paper proposes to optimize the design of teachers' performance evaluation index in colleges through the operation of balanced scorecard,and to use Delphi method to analyze and determine the reasonable proportion of index weight.Finally,some suggestions are put forward to improve the construction of supporting facilities to assist the smooth implementation of the performance evaluation optimization plan of colleges and universities.I hope that through the above analysis and research,we can promote the continuous improvement and development of HQ higher vocational college teachers' performance appraisal in practical work.
