In the" Outline of the Eleventh Five-Year Plan for National Economic and Social Development ", It was put forward that to fulfill the strategy of reinvigorating the country through science, technology and education ,and the strategy of reinvigorating China through human resource development, we should make the scientific and technological progress and innovation as an important impetus to the economic and social development ,and put the development of educating and training of high-quality talents with both ability and political integrity in a more prominent strategic position, trying our best to build an innovation-oriented country and a human capital power. This paper attempts to take the role of the ideological and political education at colleges and universities in human resource development as breakthrough point, demonstrating the feasibility of it from the relationship between the ideological and political education and university human resources development, the effecting system in the development of human resources in the ideological and political education at colleges and universities, making the ideological and political education closely related with people's lives and the practice of people, discovering the predominance and potential in the exploration of college teachers resources ,and demonstrating its own inherent value of time.This article commence from the related concept of ideological and political education and human resources development, orienting the human resources in colleges in the text as full-time teachers, orienting the human resource development as great development including human resources management, using the literature method, comparative study of law, summarized and reasoning, and focused on the analyzing of the differences of the ideological and political education and university human resources development on academic background, the nature, the contents, the ways and means, and the sameness on the objectives, basic practice, object and means, demonstrated the feasibility of ideological and political education in colleges and universities effecting on the development of human resources, concretely addressed the role of the ideological and political education at colleges and universities among the overall human resources individual development. Aiming at the emerging problems in the effecting process, I analyzed the cause of it, bring forth the related measures, that is to say, concept innovation first, content and structure innovation as key point, method and system innovation as support, route innovation as way out, implementing the people-oriented ideological and political education at colleges and universities; constructing the power mechanism, integrating and prompting the mechanism , assessing and safeguarding the mechanisms, realizing the long-term mechanism for the ideological and political education at colleges and universities in human resources development, promoting overall development of the education ,the society and the college teachers .
