Young students are the future and hope of our country. Colleges and universities, whichassemble excellent young students, are the most important and valuable gathering places of theoutstanding students. The quality and competence of young students are directly related tosocial progress and competitive power for maintaining an invincible position in the world.Nowadays, social development requires college and university students to master both theadvanced knowledge of science and culture, and good ideological and moral qualities. It is oneof top priorities for colleges and universities, as main platform to cultivate students’ ideologicaland political qualities, to develop a stable and excellent team of counselors. We should payadequate attention to direct guidance and education for young students and team constructionof counselors and teachers. In the1950s, it has adopted various means to develop the team ofcounselors and gradually established the counselor’s system in colleges and universities. Alongwith the development of times, role-orientation, occupation characteristics and work functionsof counselors, have undergone some changes. Simply emphasizing service-oriented functionsof politics and education could not meet the demands of counselor team development. In recentyears, functions of service and counseling have been gradually showed. In2004, No.16document "Further Strengthen and Promote the Students’ Ideological and Political Education"issued by Central Committee of CPC and State Council and "Strengthen the Development ofCounselors and Class Adviser in Colleges and Universities" issued by Ministry of Education,fully demonstrated the priority to the development of counselors in colleges and universities.Further strengthening the development of counselors in colleges and universities is meaningfulto promote the students’ ideological and political education, maintain the stability asorganizational guarantees and long-term system, comprehensively carry out the Party’seducational policy and fulfill the all tasks of students’ ideological and political educationthoroughly. Under such circumstance, it is obliged for our country to further develop the teamof counselors in colleges and universities and positively explore the new ways for counselor’sdevelopment.The author made deep study on development of counselors in colleges and universities fromthe perspective of modern management for human resource. First of all, this thesis focuses onthe development and content of human resource management theory. Through elaborating itssource and development, it is possible to get a comprehensive and deep understanding of human resource management theory. Then under the guidance of this theory, the authoranalyzes the current situation and achievements of counselor’s development in colleges anduniversities, and finds some problems, such as personnel fluidity, lack of the developingmotive force, inadequately incentive mechanism. By the means of analyzing these problems, itis feasible some constructive suggestions to enhance the development of counselors in collegesand universities.
