With today's society developing and social demand growing rapidly, higher vocational colleges which shoulder the task of meeting the demand of market and promoting social development also ushered in the great opportunities and broad market. Besides, the human resource management and teachers' performance evaluation research in higher vocational colleges also got more and more attention. Carrying out the effective performance evaluation of teachers not only provide a good beginning and solid foundation for the human resource management of higher vocational colleges develop smoothly, but also can provide some reference for its own work by using the experience of other colleges and universities in this respect and lessons, also can provide some reference for its own work. Thus, establishing a good and effective performance evaluation system of teachers in higher vocational is very significant. Performance evaluation work carried out in higher vocational colleges should be in line with the attitude of seeking truth from facts, mainly to under the daily performance, teaching activities and job responsibilities of the teachers in a evaluation environment, which not only can evaluate teachers' work and supervision, but also can according to the performance of the teachers to take corresponding measures to improve the situation and improve teachers' own ability.There are a variety of problems except for some achievements in this field according to some current teachers in higher vocational colleges to carry out human resource management and performance evaluation of progress. Some higher vocational colleges face some problems, such as school human resource management and performance evaluation of teachers to develop slowly and low quality of education owe to facing the competition pressure, a serious shortage of funds, and insufficient attention to reasons, which seriously restrict the development of higher vocational colleges. In the process, the problems should be revealed by worthy of higher vocational colleges and improve the administrative personnel of thinking. Moreover, higher vocational colleges also find the specific solutions to provide valuable experience and reference for carrying out the performance evaluation of teachers in our country.In this paper, performance tube theory is based, main research methods including: Case analysis, target management, Key Performance Indicator and Delphi method. Not only for human resource management in higher vocational colleges performance evaluation study on a certain theoretical basis, And still further in order to operate college(JG) as an example for vocational colleges and universities human resources management present situation, problems and their causes are analyzed. Finally, the reasonable measures and suggestions were put forward for the perfection of the higher vocational college teachers' performance appraisal.
