Paying good Salary to college teachers is a main trick to attract talents and inspire their potential so as to make them stay longer. This helps to improve the academic level and comprehensive quality of higher schools. We cannot ignore such influence caused by that sort of method. But the existing salary system of China's colleges and universities is not appropriate enough to make higher schools develop fast in a right way. In the overall situation to create a first class university of the world in current higher education, how to reform higher schools'salary system effectively so as to improve the systems'cohesive force of organization, internal and external competitive ability in higher schools appears to be important and urgent. With the development of our country's socialist reform, the salary system reform of higher schools has been put onto agenda. Since 1979, it has been reformed for five times, and achieved considerable achievements. But the reform intensity and efficiency still needs to be improved. Some serious problems haven't been solved with fundamental solution. It becomes extremely urgent that we need furthermore reforms but the reformation thoughts and future still remain vague.It plays a very important role to absorb lessons and experiences from the on-going process of reform when we define new direction and put forward more reformation thoughts of reforms. This paper sorts out the relative famous theories and ideas about system design of salary systems in higher schools at home and abroad, draws the outline of the history and basic developing skeleton of higher schools'salary system from the establishment of republic of China to now. It tries to analyze the inner mechanism and basic experiences of salary system reforms in higher schools took in the past so as to find the basic rule and new development direction we should conform to and follow in the process of further reform, suggesting that the transformation of salary systems have been deeply influenced by social background in which market economy transition took place.The government always plays the leading role in the reformation of the higher school's salary system, and reveals the trend of the college and universities'more and more obviously independent decision-making right in the salary system area, meanwhile, the present author analyzes the representation of the motivation mechanism in the salary system reformation. Besides what have mentioned above, the present author lists the maim problems in the progress of the salary reformation in colleges and universities, which are the followings : the salary system is not various and reflects the"equalitarianism"; The motivation mechanism is just for short term and may cause the teacher's utilitarian behavior tendency; to raise the salary only according to the duty; the system is influenced by the official standard; the lose of the team spirit; the limitation of the colleges and the universities'regulation; and the descend of the salary competition ability.Hereby, the article puts forward some development ideas and assumptions: transform the mechanism of salary management at higher schools so as to establish more effective motivation system and promote system innovation. Meanwhile, we should insist on impartiality in the transformation of salary system at higher schools.
