| This thesis concerns about the general level of our province's technical skills, compared with the advanced one of the whole country. These are inappropriate points in economy and society development requirements. For instance, the weak of the independent innovation; high depended key technical skills; low proportion of new and advanced technical products; the enterprise is not the main body of the technical innovation, the achievements which were accomplished by technical research development is hard to realize the industrialization, and so on. This thesis proposes a frame to enforce the professional technician's team from general angle; and provides the respective strategies to solve it from microcosmic. So that, this could open the research of the Sichuan Province Professional Technicians' team, and get the methods and strategies to solve this problem.
