“Talent makes a man successful,and makes his career ideal and broad.” Talent resource is the most important resources of the world's economic and social development.Innovation drive is actually talent drive.It is helpful to promote the development of the whole social economy.Science and technology innovation plays an important role.As the subjects on social sciences,the public human resources management developed continuously,as well as the demand for high-level professionals domestic and abroad strongly grows,the research for high-level talent management policy is becoming more and more has the necessity.In recent years,Professional and technical personnel as the core of human resources in our country,the talent team has been a steady rise in size,and innumerable great achievements are made in Sichuan province.But there is still a large gap between developed area at home and abroad.The promulgation and implementation of a complete and effective talent policy plays a vital role in attracting and cultivating high-level talents in Sichuan province.This paper intends to combine public human resources management theory and the theory of regional innovation,combined with the present situation of Sichuan province.To compare and analyze the specific situation of the construction of professional technical personnel in Henan province and Guangdong province and the documents of its mid and long-term planning documents.In-depth study on the long-term plan for the construction of professional technical talents in Sichuan province(2011-2020)(hereinafter referred to as "planning")is to focus on the policy of "planning".By studying the existing problems,difficulties,advantages and policies of high-level talents in Sichuan province and diagnosing them,to see if it can solve the current major contradiction in Sichuan province,and propose some more effective and scientific solutions.This paper is divided into seven chapters.The first chapter is the introduction and it mainly expounds the present situation,meaning goal and research method and theoretical basis of the thesis.The second chapter mainly analyzes the background from the conditions,social background and policy background to the background of the medium and long term plan(2011-2020)of professional technical personnel in Sichuan province.The third chapter gives an overview of the mid and long-term plan for the construction of professional technical personnel in Sichuan province(2011-2020).The fourth chapter analyzes the policy objectives based on the rationality of goal setting and the rationality of goal setting.The fifth chapter is the analysis of multi-level system innovation,especially the establishment of innovation and entrepreneurship platform,the establishment of innovation incentive system and the establishment of innovative talent investment policy.Chapter six analyzes the pluralistic cooperation of policy subjects.The seventh chapter gives the diagnosis results and suggestions for improving the policy.
