This paper has analyzed in theory, I have researched in references, and made a public investigation in communities. I made a research about how a community made a crisis prevention, why should they have to make the crisis prevention. The importance of doing the crisis prevention lies on the dissertation also. The dissertation makes a study on the grass-roots prevention on crisis. The community is the first scene of emergency. And there will be a lap between the happening of emergencies and the rescue of government. Never the less, this key period is vital to the prevention of emergency, The emergency measures taking will control the crisis in initial stage. Otherwise, it will trick even larger emergencies issues. So, the power of community will be the first force to deal with it. I analyzed the problem during the process of prevention the emergency and discussed the measures which can resolve these problems. The major theories including governance theory, emergency management theory and civil society theory.
