Research On Emergency Management Of Primary And Middle School In H District Of Hangzhou

Primary and middle school is always regarded as one of the safest places in society."We will make school buildings places that are the safest and provide the greatest assurance for parents",during the recent CPPCC and NPC sessions in 2009.However,emergencies such as disaster,accident calamity,public hygiene event occur too often in recent years.Especially in recent years,emergencies caused by terrorist event,school violence happen quite often.This phenomenon has caused a panic among teachers,students and parents.Parents are going to be worried more about school.That has increased pressure on the administration,education department and school.Each time school emergencies have happened,the society always blame to school and the government.Although they have taking steps to emergency management work,school emergencies still occur unexpectedly.This paper focuses on primary and middle schools of H District,Hangzhou.After collecting and dealing with data,this study found some problems in the area:the contingency plan of school lacks the effectiveness,the education lacks quality,the check is not comprehensive.Teachers and students lack self-help.Primary and middle school are unprepared for emergency.This is mainly because school lacks of sense of crisis and emergency management capacity.The guidance from the government and support from society is poor.This study learns from the experience abroad and tried to take the view that school as a small community based on the theory of preparation of community.Search and analysis the source of danger,do well warning,guarantee and preventive work.Make a vigilant and prepared school which has emergency response,aims at avoiding emergency.It calls for teachers,students and staff improve self-help ability,reduce the influence to the least extent in order to guarantee the dietary safety of teachers and students,to make parents and masses feel more assured,to make society more stable.
