At present, China is experiencing the key period of economic transformation and social transformation. Because of the rapid development of the domestic economy, foreign culture thoughts and the influence of the international political situation, our people’s way of life, values, ethics and morality have taken place in the great changes, resulting in various crisis emergencies occur frequently, including all types of schools at all levels of the campus emergencies. The frequent occurrence of the campus unexpected events for students, parents and teachers feel insecure and panic, the school and management departments are also feeling the pressure.Can prevent and properly deal with the occurrence of the campus emergencies, has become a major challenge for all kinds of schools at all levels. The main object of the campus emergency research is Guangzhou vocational school. Vocational school is a special teaching unit, it is the most weak and fragile in all kinds of education, so far, it has not formed a stable and harmonious and sustainable development situation. It has schools generally have in common, imparting knowledge and educating people, and with the general schools in different places, quality of students is not very high, and Guangzhou secondary vocational school students from Guangdong Province, contradiction between student area, the contradiction between poverty and highly affluent, the contradiction between the backward and modern civilization, in Guangzhou secondary vocational school is particularly prominent. Therefore, the secondary vocational school education in Guangzhou is more complex than the general school, and the sudden event and the variety of the complex. Frequent emergencies of school normal teaching order, teachers and students’ safety and school social image and reputation caused serious negative effect puts forward the rigorous challenge of vocational schools in Guangzhou, emergency management, emergency management research kinds of vocational schools must have to pay great attention to the one of the most important issues.The vocational schools in Guangzhou City as the research object, through a variety of ways of questionnaires, interviews, case of vocational schools in Guangzhou city emergency management were investigation and study, has carried on the analysis from the perspective of public governance to its present situation, pointed out that the Guangzhou City secondary school emergency management problems and the reasons. And with reference to schools in the United States, Japan and other developed countries and Hong Kong, Taiwan and other regions to processing the experience and practice of emergency management, and obtains the enlightenment, from the angle of public governance, combined with the actual situation of vocational schools in Guangzhou City proposed countermeasures and suggestions to improve the Guangzhou Secondary Vocational School Emergency Management: in Guangzhou secondary vocational school should be focused on building the government, schools, teachers and students, the society and the masses, the volunteers, the media co governance in one of the emergency management system. To improve the school emergency management level, create a good learning, living environment, and thus better for the students, social services.
