At present,the increase in the scale of higher education in China,the number of students in colleges and universities,the management of colleges and universities work harder,combined with the multi-campus school has become a normal universities,this to the emergency management of colleges and universities has brought many unfavorable factors,at the same time,under the new period,university and social communication is increasing,due to the bad social effect,forcing the dimension of the management of colleges and universities should also extend,in addition,the characteristics of college students group,also makes the university emergency management work difficulty is big.This article will focus on the systemic of emergency management in colleges and universities,the effectiveness and efficiency,carries on the discussion and research,from the point of view of system to build the emergency management system of colleges and universities,based on the system and use the Petri net modeling and quantitative analysis,is helpful to the university emergency management level of ascension.In this paper,through a large number of literatures and books and combined with field investigation,summary,found that emergency management is particularly strong practicality work,college managers want to improve their emergency management level,not only to perfect the mechanism of system security,and to use scientific method to find the weak link of emergency management,targeted rectification,to improve the level of emergency management in colleges and universities;Study of quantitative evaluation of university emergency management,in terms of the choice of research method is relatively single and for the evaluation results focus on the results of evaluation and ignore the process management in universities is hard to improve the emergency management according to the results of the evaluation.In this paper,in view of the above questions,using the idea of system theory first emergency management in colleges and universities as a complex system,in the investigation and analysis of emergency management in colleges and universities needs,a clear system design principles and combining colleges and universities on the basis of special structure,design of monitoring and early warning subsystem,emergency disposal subsystem,emergency recovery subsystem of university emergency management system.Secondly,using the process management as a theoretical tool,the emergency management system in colleges and universities is transformed into a process expression and a qualitative analysis is made for the system function.After using Petri nets to the three subsystems of the emergency management of modeling,and use the T_invariant with markov chain model for the boundedness,activity and accessibility of the effectiveness of the inspection.Finally,to emergency public health events,for example,in A deal with influenza A(H1N1)in colleges and universities as the background,model performance index is analyzed,the utilization of the library is busy probability,change in order model and the average delay time three performance index to the quantitative analysis.Analysis results show that the university emergency management system more clearly present in the process of emergency management in colleges and universities each work order,the university emergency management system based on Petri net model can accurately identify the weak link of emergency management,is advantageous to the management of colleges and universities to improve their emergency management ability,improve the efficiency of emergency management.
