The appearance of the "NEET" is an important manifest. Unlike the laid-off workers, the characteristics of the "NEET" is that they are younger and not willing to start a career. It has already become a hot topic in the whole society.Community is always one of the places closing to the youth. After graduation, many youth are not willing to get a job or do further study, tuning into "NEET". As a result, community become a most important place where they are living and entertaining. So community has a special effect on the youth. Community education is't normal education. Appearing late, community education in China develops slowly. But community education is to meet the needs of the people in the community, and it has some superiors. For example, it has verities of forms of learning, plentiful study content and it can cultivate suitably for the local circumstances. Considering the self-identity of the youth in the community, a high-caliber community can help socializing and professionalizing the youth.In the angle of community and society of learning type, basing on the theory of lifelong education, entire people education and harmonious society, this article investigates the effects of community and community education.
