Special education is a kind of educational activity which aims at training citizen accomplishment;it is an important part of school education and is a need of implementing quality-oriented education.At present,the state has proposed more than 30 education projects, but the research on special education's theory and practice at home and abroad being relatively backward,it lead to exist some misunderstanding and deviation in the process of implementing special education,this will reduce the intrinsic value of education and its function in the elementary education.Based on this,using primary environmental education as an example,this study analyzes its enforcement strategy systematically and puts forward some corresponding suggestions and ideas made at home and abroad by literature research,comparative analysis and case analysis.This is significant to theoretical study and practice of primary education projects.The study consists of five parts.The first part is introduction,the research including the research reasons,the narration study of homeland and overseas,research significance,research method;The second part,the definition of special education.Special education is advocated by government and implemented by school,which aims at cultivating future citizens' scientific literacy.More specifically,it takes widespread social phenomenon and reality as a starting and objective point,and takes social long-term development for the ultimate goal.Special education will lead adolescent to grasp the knowledge of some social phenomenon,nurture their citizen accomplishment,establish correct values,and improve their abilities of solving practical problems,and five goals of implementing special education are summarized knowledge goal, skill goal,value goal,moral goal and action goal.Also,it analyzes the difference of special education and discipline education from several aspects,such as educational goal,educational contents,educational evaluation and implementation ways etc.It tries to illustrate the connotation of special education from the perspective of constructing theory.The third part,the paper takes environmental education in primary and middle school for example,and puts up with some effective measures to implement special education:integrative practical activities, classroom--teaching,team events and campus culture,and it points out that integrative practical activities is the most effective approach to carry out special education.The fourth part illustrates and analyzes implementation of environmental education case according to the proposed projects mentioned above and proves the feasibility of implementing special education.The last part of the paper summarizes the research,and at the same time,thinks about the further study of special education in elementary and secondary schools so as to lay the foundation for this field.
