The government's regulation and control of Higher Education would directly influence the development of higher education. With the popularization of Higher Education, market economic system and globalization are in urgent need of efficient management from government to promote the development of higher education and to make up for all the problems which appear in the field of higher education. This thesis combines the study of history and reality of higher education management methods and the problems such as more and more serious fair and quality in the process of education development, through systematic research, revealing the government's disadvantage in the way of develop higher education. So government should transform the way of intervention, changing direct government to indirect control, by using integrated means of overall planning, principles and policies, information guidance, supervision and assessment, funding allocated. Only establishing an effective macro-control mechanism of higher education and giving full play to the market, the society and the colleges and universities, the higher education can develop well and quickly and perform its functions.This essay altogether is divided into five chapters. The first chapter is to propose questions. This chapter starts from the background and shows the significance and frame of this research. The second chapter analyzes the basic concepts, basic theories in the macro-control, mechanism of higher education, and analysis the nature of higher education. The theory of government functions, governance theory and human capital investment theory are also expounded in this chapter. They are all theoretical foundation for other chapters. The third chapter analyzes the govern mode of U.S, U.K, Japan and France. Although they have its own unique features, Their main characteristics is macro-management and regulation. The above experience of development would be of important valuable use for reference for our nation. The fourth chapter of this paper analyzes the govern mode of our national higher education, and then sums up and gets a conclusion of the problems existing in the macro-management, i.e. regulation and control over, lack of control, inappropriate regulation and control methods, and failure of regulatory mechanism. The fifth chapter is precisely to explore and realize the countermeasure of improving macro-control mechanism of China's higher education. Based on the characteristics of higher education, using the theory of government functions and governance theory, for solving the problems in the field of higher education, we need to improve the government's macro-control mechanism. First we must sort out the relationship between government and universities, then transform the mode of government management, using comprehensive regulation and control means such as administration, economic, legal and information services, and constantly improve macro-control policy-making mechanism, legal mechanism and feedback mechanisms, then the market and society can play the role in higher education market, and promote the sound development of higher education.
