Since the founding of PRC (People's Republic of China), CPC (Chinese Communist Party) and the Chinese government have been continuously exploring the internal leadership and management system under the background of its long-term governance. The over 60-year-history shows that we ought to ascertain the political responsibility of Party organizations of the department and form a scientific leadership system as well. To achieve this goal, we need to obtain enlightenment from historical experiences. Furthermore, innovation and reform are recommended on the basis of reality of the internal management in universities.Since 1999, the innovative System of Responsibility Assumed by Both the Party and the Administration in Departments/Faculties which characterized with collective leadership and divided coordination has been successively practiced in universities and colleges in most provinces, for instance, Beijing, Jiangsu and Zhejiang. As a result, a new look of the leadership system has prevailed among the departments/faculties. However, for various reasons, some problems have emerged in the implementation process of this kind of leadership system. Therefore we should further optimize the leadership system and operating mechanisms based on the actual needs of higher education, in accordance with management rules and governance laws.Based on the analysis of the historical evolution of department's leadership system, this thesis closely associates with the new situation in which reforms and innovations are taken place. It also studies the orientation of reformatory development of faculties'leadership system, and reveals the rationalization and prospect of implementing System of Responsibility Assumed by Both the Party and the Administration in Departments/Faculties, finding out some effective ways to further optimize that system. During the process of systematic study of these relevant issues, the thesis focus on establishing the coupling relations between Party and Administration, the functional positioning as well as main ways of playing the political central roles of the Party. Besides, it illustrates the significant strategies on how to establish an effective working mechanism of System of Responsibility Assumed by Both the Party and the Administration.The paper consists of five parts: the first part is the introduction of this thesis. The second part briefly describes the exact functions of departments/faculties in universities and the founding of Party and Administration organization. It also interprets the relevant concepts and connotations of System of Responsibility Assumed by Both the Party and the Administration in Departments/Faculties, and discusses both the narrow sense and the broad sense of practicing this system. According to the historical educational documents, the third part, illustrates the exploring of the leadership system since 1949. Moreover, it divides this long period into five stages and explicitly analyzes significant elements which are essential to the evolution of that system. The forth part firstly states three concepts about reforming the current leadership system of departments under the background of internal management innovations occurring in universities and construction of modern college. The new viewpoints are: joint responsibility, management in accordance with the law and people-oriented. Furthermore, it comments on the practice of the leadership system and working mechanism in recent years, also points out the connotation, characteristics and the comparative advantages of the System of Responsibility Assumed by Both the Party and the Administration in Departments/Faculties, and reveals the rationalization and prospect of this system, and also some problems, which appeared in the process of operation. The fifth parts concentrates on making up five key working mechanisms which are adapt to the System of Responsibility Assumed by Both the Party and the Administration. The five mechanisms include coupling relationship mechanism, assurance of political core mechanism, co-responsibility mechanism, personnel mechanism and guarantee mechanism.
