This paper analyses scientifically the motivation, the present status and the significance of the research of evaluation on educational technology capability, dissertates systematically the relevant evaluation theories and methods, and points out earnestly the guiding significances of "the Theory of Multiple Intelligences" for the evaluation on full-time college teachers' educational technology capability. On the basis of a careful analysis of the requirements for educational colleges' full-time teachers' educational technology capability, the paper finds out the problems and weaknesses of the educational colleges' evaluation on its full-time teachers' educational technology capability. The paper also studies the documents concerned: the Instructions to Construct Teachers' Educational Technology Capability, the Standards for Primary and Middle School Teachers' Educational Technology Capability (for trial), the Guidelines to Evaluate Teachers' Educational Technology Capability in Jiangsu Province (for trial), the Standards for Higher Educational Institutions' Information Construction. By questionnaire surveys and case studies, the paper establishes a comprehensive evaluating index system for full-time teachers' educational technology capability and conducts a quantitative study on the weighing indexes of the system by means of AHP (Analytic Hierarchy Process). Finally, the paper, with reference to the actual situation in HH Institute of Technology, designs a targeted educational technology capability evaluation task and has the comprehensive evaluating index system applied.
