Engaged in the forefront of the ideological and political education in institutions of higher learning of our country , political instructors are the major force of culture and ideology construction, the advocates of the Party's lines, principles and policies, the mentors cultivating the students to contribute to the establishment of a socialist society, the supervisors guaranteeing the healthy development of students, and the tutors leading students to the correct way of learning and living. To persistently strengthen the fostering of political supervisors in institutions of higher learning is the key to advancing the ideological and political education of university students.At present, a mechanism that regulates the staff dedicating to the ideological and political education of university students has taken shape in institutions of higher learning in China, and achievements have been made in this regard. However, with the development of institutions of higher learning in the new age, the ideological and political education is faced with new requirements, and political supervisors with increasing challenges. Problems exist in the fostering of political supervisors in institutions of higher learning, making a negative impact on their effectiveness. Starting from analyzing the meaning of effectiveness and based on the existing factors, this thesis intends to explore the major relations in the fostering of political instructors. Drawing on the advanced concepts and methods at home and abroad, the thesis also tries to find out new ways in which the role of political instructors can be brought into full play.Importance should be attached to the fostering of political instructors on the basis of the principle of putting people first. A professional development mode must be ensured and dynamic balance be kept concerning the inflow and outflow of political instructors. Their ethical standards and social reputation have also to be promoted so that they can truly become an efficient group of political instructors integrated with learning, research and practice that meet the needs of the nation's education.
