Fairness and justice, a strategic objective made up of different parts, is the basic value pursuit of human society. Education fairness is an essential part of social equity, and it is of great importance. Education fairness is not only one of the most important principles on which the government education policies are made, but also a major factor by which modern education finds its direction for reforming and developing. The core of education fairness is the reasonable distribution of public educational resources. In life-long education system, the understanding of the concept of education resource and the categories of education object transcends all that of traditional boundaries, which also provides the new space for our study.The promotion of education fair first needs to have a proper justice and fairness, and secondly, needs to have appropriate and effective standards to protect the implementation. Rawls's Justice Principles is just such a supportive theory. According to Rawls principles of justice, we can put on the four principles of education fairness, namely, the principle of equal educational rights, the principle of equal educational opportunities, the principle of education efficiency and the principle of education compensation. The school education, especially higher education must ensure education efficiency, and in a certain historical stage and limited spatial scope of education, the pursuit of education fairness and the realization of education efficiency are actually contradictive. That is to say, the existing of this situation would inevitably cause the problem of education unfairness, which would not solve itself solely relies on school-system. Therefore, in addition to the school education system, providing compensational education system of adult stage to promote the realization of education fair is of great significance. However, in which form the educational organization would properly meet the needs of adult people, especially of the adult who are in the disadvantaged state? Community education, whether from the view of the value orientation, theoretical presuppositions, or from the operability and practical results, is comparatively the proper form. Therefore, the study of characteristics of Community education that may have a positive effect to promote the realization of education compensation principle, and the study of reasons that may restrict function of community education, would has doubled significance for achievement of education fairness and further development of community education.The whole text is divided into four parts.Part I: the introduction. First of all, it analyzes the theoretical and practical significance of the research, briefly describes the related research status of education fairness and community education at home and abroad and sums up the problems and disadvantages. Then it expounds the study ideas and methods and carefully identifies the related concepts and characteristics of the research. Finally, it introduces the overall framework of this article.Part II: It explains the meaning and nature of education fairness in this study. At first, it defines the concept of education fairness in the study from external and internal equity and life-long education dimensions. Secondly, it explores the nature of education fairness under life-long education system. At last, it expounds internal essence of education fairness.Part III: The key argument points as following: how Rawls' just principle can adjust to the establishment of the principles of education fairness; what principles it includes and the correspondence between community education and fair education. Firstly, it explains relationship between the principle of justice and education fairness, and the basis and the reasons that Rawls'just principle adjusts to fair education field, Secondly, it analyzes the internal relationship of Rawls' just principles and the establishment of the principles of fair education. Thirdly, it explores the specific content of fair education based on Rawls' just principle. Finally, it introduces the concept and development of community education and the position of community education among the principles of fair education.Part IV: This part mainly argues for how the community education realizes its education compensation function. Firstly, it lists the advantages and characteristics of the community education to realize its education compensation function from the nature of community education. Secondly, it explains that education compensation function of community education is restricted from both internal and external, and there are the limitations to promote fair education.
