The dissertation systematically analyzes the related problems of the training of teachers' ICT competence, and reveals the important impacts of teachers' training in the approach to the teachers' professional development. According to the survey of teachers' ICT training programs of Shaanxi province, the author gives the feasible strategies for the teacher's ICT training in regional area.The dissertation mainly consists of four parts:Part I: Historical Analysis.The author deconstructs and analyzes the mission of teacher education from the view of teachers' professional development. First, interprets the concepts of teachers' development professionalization, then analyzes the process of teachers' professional development. Second, defines the teachers' professional standards and the main realization of teachers' development. Third, researches the problems of the technical support of the professional development of teachers. At last,points out the effective development of the group of teachers in new technology environment------teachers' training.Part II: Defining Standards.The author strictly defines the criteria of the teachers using technology in practical curriculum in the information technology environment. From the basic concepts of ICT standards, national standards for ICT background, the comparative analysis of national ICT standards and the trends of ICT standards, defines the Evaluating Standards for teachers' ICT training.On the basic concepts of ICT standards, the author compares and analyzes the information technology standards, educational technology standards and ICT standards. On the national standards for ICT background, the author interprets the background of national construction standards followed the order of four countries-—United States, Britain, Japan and China. On the problems of the comparative analysis of national ICT standards, the author gives a deep analysis from the original formulation, construction, architecture and content.On the problems of the trends of ICT standards, the author gives three directions: the international collaboration and the proper localization of the construction, emphasizing innovation and changing, calls for moral awareness of the digital age. Finally, Sum up the construction of standards and clear up standards at the top of the way to achieve the teachers' professional development.Part III: Programs' research.The dissertation tracks and studies the regional teachers' ICT training projects of Shaanxi Province in Action Research Method-----the provincial training programs of distance education in rural areas in Shaanxi and the provincial training programs of primary and secondary school teachers' educational technology competency, revealing the current status of teachers' ICT training in Shaanxi Province. On the provincial training programs of distance education in rural areas inShaanxi, the paper analyzes the current status from the three aspects------the training of teachers inICT applications, the effectiveness of training and the in-depth interviews of the training teachers. On the the provincial training programs of primary and secondary school teachers' educationaltechnology competency, the article analyzes the current status from the three aspects ------ theprocess of training, teaching activities and the tracking research of the program.Part IV: Giving strategies.The dissertation deeply analyzed the "path dependence" inertial development in the implementation of the regional teachers' ICT training, giving the feasibility for proposed strategy to promote the bedding. Then put forward the feasible strategies to promote the regional teachers' ICT training from the three aspects: macro-strategy, implementation, concrete measures.The dissertation gives a forecast to the trend of teacher's ICT Competency Standards development, based on the theoretical analysis of teachers' professional development. In additional, researching the training strategy to a regional vision, analyzing the status and the effects of teachers' ICT training, building a promoting strategy of regional teachers' ICT training and creating a new train of thought for the regional professional development of teachers' education research.
