In September 2007,The "Compulsory Education Law" was amended, the true sense of universal compulsory education which has solved the problem of equal educational opportunities is accomplished. So, China's compulsory education has stepped into a new era - the era of enhancing the quality of teaching. In China's education, rural compulsory education is the most important prat, in which the task to achieve human resource power lies. In this new era, the teaching quality of rural compulsory education is a big concern among government, academia and parents. To improve the quality of teaching in rural compulsory education, a number of scholars, researchers analyzed the issue mainly from the areas of the funding for education and the structural imbalances of teachers and put forward the proposal correspondingly, making great contributions for improving the quality of teaching in rural area.State funding for rural compulsory education is constantly increasing and policies which is conducive to the development in the rural compulsory education are put forward. In such a context, the key factor to improve the quality of teaching in rural compulsory education is the quality of teachers. The construction of a high-quality teachers to improve the quality of teaching in rural compulsory education is urgently needed.It is necessary to transfer all the internal forces to improve the education quality of the countryside from the perspective of the low quality of teachers in these places, but the function of this force is limited in shaping the quality of teacher from outside to inside.This case researches the county L of Hebei Province. First, we fix the research aim on finding the controllable factors of teacher's quality which can influence the teaching quality in countryside's compulsory education, such as teacher's quality of culture and their attitude toward the career and try to find some ways to improve teacher's education quality such as the external objective conditions, the internal subject dynamic response. It can play its role only in the condition of combining these two factors together.Secondly, select 360 teachers and 34 principles in L county, Hebei province as the subject in the research by using questioner and interview face to face to find out the situation of teacher's quality in aspects of general information of the teachers, quality of principles and teachers.Thirdly, the research fixed out the reason of the low quality of principles and teachers after analysis the present situation.Last, give some suggestion in improving the quality of principles and teachers on the basis of frontal analysis.
