China's basic music education has got fast development and made much progress with the quality-based education and the basic education curricular reform going further. But there is a certain distance between the general quality and professional accomplishment of the music teachers and the new national syllabus. According to the primary school music education development situation in Jilin Province, the music teachers,teaching appliances and teaching level in the primary schools in the countryside are the weaknesses of the school education. The music education in the countryside schools cannot be in accordance with the construction of the new countryside and the countryside music teachers resource is not harmonious with the new national music syllabus. What is the cause of this kind of situation? How about the teaching quality of the countryside primary school teachers? Do they know something about the new national music syllabus or master it? Can they use multi-media classroom in their teaching? Can they get farther training and take part in the teaching research activities? How about their education and their teaching situation? What do they require for in their teaching? At the background of the national curricular reform, this paper talks about the present state and problems of the countryside primary school teachers and the ways to solve them. It forms another new reorganization of the countryside primary school teachers. We should know something about the present state of the countryside school music teachers and analyze the problems and study to get the relevant ways. All these should be summarized in time an adjusted and improved all the time so that we can raise the music education level and get the efficient reform and development ways of music education. In the process of investigation, a few methods are applied, such as practical research, comparison research, predict research, theory research, statistics research, content analysis, visiting and talking, survey, case analysis and so on.. At the same time, bibliography studies and experience summary are also conducted as well. The combination of theoretical analysis and practical observation and the combination of quality research and quality research are both focused in the investigation. An investigation report about the state of the quality of countryside primary school music teachers is its the result. The report analyzes the main problems and causes in the quality of countryside primary school music teachers and put forward some solutions to these problems. The aim is to change its present situation. The important point is that relevant leaders should pay much attention to the work of primary school music teacher education. They should strengthen the construction of the stuff of countryside primary school music teachers and the construction of music teaching facilities.
