The compulsory education is the elementary education of a nation and has the foundational function in improving the overall national quality. Teachers play leading roles in advancing the development of elementary education, just as the saying goes:"Education is the basis of a nation's great project, and teachers are the basis of education".As is showed in related studies, the social benefits and contributions to the economic development of elementary education is much more than that of the higher education in a developing country. As a country with the biggest population in the world, China has popularized its compulsory education, however, such further problems gradually show up as poor quality of the development of compulsory education, the increasingly remarkable disparity between city and countryside compulsory education which has affected the educational development and society's harmony.A full amount and reasonable disposition of teachers, especially high quality teachers, who are the most important resources of a school, has vital significance regarding the balanced development of the compulsory education. However, there is little studies concerning teachers framework, if there is any, it is mainly focused on the problems in the mid-west area, which have been solved in relatively developed eastern area where arise new issues deserving more attention and studies. This article is to study the status quo, the emerging problems and countermeasures concerning teachers framework in the eastern area of China.The first chapter is an introduction, in which some important concepts used in the article, the target and significance of the study, and the research methodology are briefly introduced on the basis of a series of questionnaires, interviews and on-the-spot investigations.The second chapter presents the status quo of the junior high school teachers framework in Nantong Economic and Technology Development Zone (here after referred to as Development Zone), concerning the full complement of teachers who have attained designated academic degree there, and also some existing problems.The third chapter analyzed the causes and hazards in view of the above mentioned realistic problems.And the last chapter put forward proposals from such aspects as in formulating and carrying out policies.By studying the progress achieved and the problems existing in four junior high schools in Development Zone, this article is aimed to help find better solutions to existing problems concerning teachers framework in compulsory education.
