In the new century ,education is being paid highly attention by international organizations and worldwide governments as the first key to meet our future challenges .Contermpary ,the imbalace of education is animadverted by people ,educational balanced development is becoming a new trend in the world .In China,the elementary education has made big achievements,for instance,wiped ultimately out adults illiteracy ,gained ground universal 9-year free complsory education ,even popularized it to senior middle school education in some areas.but for the historic ,social economic and policies causitions,the public educational resources of the elementary education's allocation are losing balance seriousely between provices ,urban and rural areas ,schools and social groups,which led to an imbalance or unfairness of the elementary education .In modern society , democracy is an important value authorzied in nations of the world .Equality and justice are the fundmental principles of democracy values.All the nations of the world must protect and preserve the education equity to promote social justice and preserve their social stability .The education equity is an ideal hope ,and also a responsibility for a justice government .So if the educational equity need come into true ,China should settle the imbalance of elementary education .The research objects of this paper adopted the methods of summarizing the literature .It used some research productions of others to analyze the cause of the imbalance of elementary education and my research to give some views .The paper is divided into four parts as follows:Part one is an introduction ,which tells the background and significance of my research ,the situations of research home and abroad , core concepts dealt with the educational balanced development ,and submit the necessity of focus the imbalance of education and the educational balanced development.Part two depicts the current imbalanced situation of elementary education in China.The survey objects include students and rural teachers, the former has two facets and the latter has three sides . Part three are genetic analyses of the elementary education imbalance in terms of education equity .The main causations are four :funds factor,policies factor, household register factor and absence of basic justice of education system .Part four expounds the logical choices of Chinese elementary educational balanced development .It includes five sides: the understanding,the sense,the fundamental principles,the major routes and the countermeasures for elementary educational balanced development.
