Social justice is the foundation on which a harmonious society is built in the process of social development.Comrade Xi Jinping emphasized in his report at the 19 th National Congress that along with the special socialism with Chinese characteristics entering a new era,the major social contradictions in our country have been transformed into the contradictions between the ever-growing need for a better life and the unbalanced development.It is thus the consistent ideal and pursuit of the Party and the government.As the cornerstone of social justice,educational equity is an innovation and derivative of the concept of equity being introduced into the area of education.The realization of educational equity can improve the people's quality,accelerate social mobility,narrow regional differences and effectively promote social equity.It has great significance to socialist material civilization and spiritual civilization development.Compulsory education is the basis of China's national education.Equity in compulsory education is the precondition for educational equity.The effective approach to the equity in compulsory education is to promote balanced development of education in the compulsory education stage.At present,due to uneven economic development in and between eastern and western regions,uneven allocation of educational resources and other reasons,it is difficult to promote educational equalization in the compulsory education stage,which has becomes a major obstacle to equitable development of compulsory education in China.Social issues like ?School Selection Fever? and ?School District Housing Fever? ensue,seriously impeding social stability and harmonious development.Pi County is the first "financial hit-customer town" in China and the only county in Sichuan Province that has won the title of "Top 100 Counties of Small and Medium-sized Cities" in China for 6 consecutive years.With the continuous development of politics,economy and culture,by the end of 2016,the State Council approved the withdrawal of Pi County and the establishment of Chengdu Pidu District.Since its successful completion of the state ?two basics? plan(to make nine-year compulsory education basically universal and to basically eliminate illiteracy among young and middle-aged adults in the western region),Pi County has been actively exploring ways and methods for the balanced development of the county's compulsory education.In the context of the uneven economic development between the areas of the county and the growing number of migrant workers,the county government strives to implement the state policy,improve the organizational security system,strengthen supervision,broaden thinking and innovate methods,so that the county's compulsory education can move toward an increasingly balanced direction.By use of public administration-related theories,this paper first describes its research background and value,and presents its research goal,method and framework by consulting the existing literature and studying the existing academic theories.The second part introduces the measures that the Pi County government has adopted in recent years in facilitating balanced development of the county's compulsory education,and summarizes its results and lessons for promoting balanced development of county-level compulsory education.The third part analyzes the policy system,organizational security system and regulatory system that have played a major role in the Pi County government's promotion of balanced development of compulsory education,and reveals the effects and deficiencies of the three systems in the overall promotion work.In the fourth part,lessons are drawn from Pi County's case to provide new ideas and experiences for the balanced development of compulsory education in the counties of Sichuan and even China.
