Whether a society is harmonious or not,fairness is the premise,while educational fairness is the foundation of social harmony.The country has always attached great importance to the development of education,especially rural compulsory education,because rural compulsory education is the weakest link in the overall development of education in our country,and the allocation of teachers in rural compulsory education is a short board in the development of compulsory education.Today's rural compulsory education urgently needs a team of teachers with sufficient personnel,excellent moral character,organization and coordination,and rooted in the countryside.Otherwise,education development lacks fairness,and the interaction and communication between all social strata will be seriously affected,which is easy to cause contradictions among all strata.Due to the poor conditions and low treatment in the rural front line,it is difficult to attract outstanding talents.Therefore,it is necessary to take the road of connotative development from the aspects of policy,innovation,support and so on,and take multiple measures simultaneously to continuously improve the overall level of teachers.First of all,through consulting literature,sorting out and summarizing relevant theories and methods at home and abroad,case studies and field visits are adopted to collect a wide range of opinions and master first-hand data,to conduct research and analysis on the integration of educational resources,the allocation of teachers and the innovation of management services implemented in fengqiu county in recent years,to summarize the current situation,summarize the results,find out the problems and the root causes of the problems.Finally,the paper compares and analyzes the summarized data,and puts forward countermeasures and suggestions by applying relevant theories and combining with the current situation of balanced allocation of teachers in fengqiu county.According to the processof " finding problems,analyzing causes and proposing countermeasures",this paper first describes the background of the topic selection,analyzes relevant domestic and foreign documents,and determines the research methods and writing ideas.The first part is an introduction,including the research background,theoretical and practical significance,and literature review at home and abroad.The second part is the concept and theory of rural compulsory education teacher allocation.The third part is an analysis of the survey results and reasons of the number of teachers,teaching environment,training and study,salary and treatment in fengqiu county.The fourth part mainly analyzes the inequality in the allocation of teachers' resources between urban and rural areas caused by the dual household registration system,financial funds,teachers' treatment and training opportunities in fengqiu county.The fifth part is the experience of foreign countries regarding the unbalanced allocation of teachers in rural compulsory education.The sixth part is the countermeasures and suggestions for the specific situation of fengqiu county.
