Since the 1980s, the growth record bag appraisal has obtained the widespread application in the overseas education appraisal reform. In China, the present education appraisal, which is influenced as a result of one-sidedly pursuing the proportion of students entering schools of a higher grade, has for a long time continued to use many traditional assessment methods. With the traditional assessment methods, the function of telling the differences between the students and telling which of the students are better or the best is overemphasized, and at the same time the study process is neglected, the appraisal main body is of multiplication, and the students are in passive position in appraisal. In the new elementary education curriculum reforms, the appraisal system is encouraged, which is based on the study process and is aimed at promoting the development of students; in the appraisal system, the functions of the guidance, the diagnosis, the adjustment, the drive, the reconsidering, the recording and so on must be made full use of. In a word, all the changes are not only the transformation of the student appraisal system, but also the transformation of idea.In this transformation, with the help of the growth record bag, the new curriculum appraisal idea has been better manifested, which is widely applied in many schools. In Zibo, the researchers and the teachers from the city elementary schools have conducted the varying degree fundamental research and the practice exploration to the growth record bag appraisal in the language, mathematics, English, the science and so on ,which has become the new luminescent spot of Zibo city primary education appraisal reform. However, in the practice of the student appraisal, the growth record bag appraisal application has some problems, which urgently a wait to be improved, and which in turn in the varying degree has affected the realization of the growth record bag latent superiority and function. According to the reality of Zibo city elementary schools, in this article, the practical application of the growth record bag will be focused on, studied and analyzed, and the problems which exist in practice will also be analyzed. At the end, the reasonable proposals to further consummate the growth record bag appraisal will be brought forward.This article mainly launches the elaboration from following several aspects: The first part includes the following: the question is raised, the growth record bag and the growth record bag appraisal are defined; the vital significance of the application of the growth record bag appraisal is explained, the condition of the growth record bag is analyzed, the domestic and foreign present research situation is summarized, and then the research techniques and questionnaire survey situation are briefly explained.In the second part, the present situation of Zibo city elementary school growth record bag appraisal is surveyed. From the practice view, the investigation of the growth record bag appraisal is carried on. In this research the students, the guardians and the teachers are taken as the object, and the investigation will be conducted in the following aspects: the understanding, the application, the feedback, the management of the growth record bag. Investigation data having been analyzed, the questions will be presented, and from the different aspects, the reason which the multiple perspective analysis produces will be found out. The main questions are: insufficient goal understanding; inappropriate application; unitary appraisal main body and low efficiency management; lack of the appraisal mechanism. The reasons for the above are separately analyzed in the technology, the society and the psychological stratification plane.The third part is mainly about the suggestions of the improvement of the elementary school growth bag appraisal. In view of the present problems, as well as the analysis of the reasons for the problems, the countermeasures and the suggestions are separately made from the views of the teachers, the guardians, and the students. The main countermeasures and suggestions are: to strengthens the teacher training, to enhance the knowledge and the application level, to strengthen the guardian and teacher's exchange, to participate in student's appraisal positively, to improve the school rule and regulation construction, and to further consummate the student appraisal framework.
