College counselor is the main force on the student work, to some extent, their quality determines the development of students, the achievement of training objectives, the achievement of national aims of education. Counselor's role determines the quality of their structure, determines the content of their training and working methods, the traditional role counselor sheltered their duties of moral education, which ignored the counselor's professional competence of moral education, resulting in counselors lack of professional ability in moral education, affected the students of the existence and development of individuals, affect the function of the school, the impact of the counselor's own development, this article is based on this reality from the counselor's point of moral education into the professional competence to the study.The main innovation of this study is that moral education from the angle of professional competence, the counselor should have the quality of the structure of research, analysis of the college counselor's professional competence and moral education and the reasons for the status quo, clarifying the value of college counselor's professional capacity-building of moral education and reflecting the college counselor's professional capacity-building of moral education, proposing measures of professional capacity-building of moral education.This study is divided into three parts, the basic structure is to raise questions, analyze and solve problems. First of all, this study explored the lack of college counselor's professional capacity-building of moral education and the reasons for the status quo, this is the first part; followed by the significance of college counselor's professional capacity-building of moral education, this is the second part; finally proposing measures of professional capacity-building of moral education., this is the third part. This study is applied research, the main methods used are analysis methods and integrated approach.As the main force engaged in the students work, college counselor shoulder an important responsibility of moral education, but there are deficiencies in their modern idea of moral education, there is a deviation in the understanding of the aims of moral education, the method of moral education in the partial conservative, in the course of a lack of moral education wisdom. This problem is mainly due to: the traditional Pan-political role of the counselor, professional background and the source of the constraints, the biased training of college counselors, the multi-role conflict of school in real life and counselors work in the short-term, this is the first part of the content.College counselors professional capacity-building 0f moral education is of great practical significance, social and moral tradition and innovation is an important need for the smooth growth of students, including the need for the existence and development needs, the needs of the enjoyment of moral education is also a professional college counselor the legitimacy of the basis of capacity-building, college counselor's own self-development, including professional development, to improve their performance and enhance their own training on ethics and moral education is also a college instructor of the legitimacy of professional capacity-building basis, this is the second part of this content .College counselors professional capacity-building of moral education can be started from the following aspects: the re-positioning of counselor role, Recruitment of qualified professional counselors, Professional counselors serving, Adjustment of the counselor's training and the coordination of counselor's management, This is the third part of the content.
