Education is the foundation of one country.It is the cornerstone of national renewal and social progress.It is also the fundamental way to improve the quality of the people and to promote the all-round development of people.Advanced education makes a strong nation.The future development of China depends on the talent and education.Compulsory education is an important part of education.Compulsory education reform is the most important of our country's education reform and development.At present,our country basically universal nine-year compulsory education.The economical development not equilibrium,the city and countryside dual structure contradictory,the management system and fund allocation system can not adapt to the new situation led to the development of compulsory education is not balanced.The unbalanced development of compulsory education has become a prominent social problem.In the present study,it mainly uses the qualitative analysis,and few quantitative analysis.Therefore,this study describes the spatial distribution characteristics of the development of compulsory education,establishes a comprehensive index system for the development of compulsory education with economic factors,and puts forward the calculation method of the minimum fund standard to guarantee the normal operation of the schools.The purpose is to provide a meaningful quantitative analysis method for the transfer payment of compulsory education funds.Through the research of this study,the following policy recommendations are given:Firstly,continue to expand the compulsory education financial transfer payment of funds,appropriate and flexible adjustment of compulsory education funds investment ratio.Eliminate the phenomenon of "high volume and low per capita".Consider the flow of population pressure,so that the flow of funds to match the flow of students.Secondly,standard for the allocation of financial transfer payment of compulsory education.To establish a scientific and perfect calculation formula and calculation method,then the distribution of educational funds should have scientific basis.Thirdly,construct the new system of compulsory education management and strengthen the system of compulsory education transfer payment.After making the corresponding transfer payment standard,to develop laws and regulations to ensure the rational allocation of compulsory education resources.The main innovation and contribution of this study lies in:Firstly,use spatial statistics and GIS system to describe the spatial distribution characteristics of compulsory education.This paper describes the compulsory education students scale of the provincial distribution,the difference of provincial education funding per student and the difference between urban and rural education funding per student,discusses the influence of floating population on population distribution of compulsory education.Secondly,establish the compulsory education development index system with the local economic development factors.By measuring the comprehensive index of the compulsory education development in each area,the development level of provincial compulsory education can be compared horizontally.Thirdly,put forward the calculation method of the minimum guarantee standard of the compulsory education funds.In this paper,we put forward the idea and method to measure the balance of compulsory education development.Start with the demand of expenditure on compulsory education.Then,calculate the minimum standard of compulsory education funds in various regions by using the extended linear expenditure model based on dynamic panel data.
