Facing the world into the curriculum reform of information age, Shanghai started the second round of curriculum reform in 1998, and formulated Shanghai School English Curriculum Standard in 2004. Now 6 years has passed, with the change of society and economy, school education needs to be further reformed. To improve English Curriculum Standard, it requires more comparative study to find the gap and provide suggestions for the scientific amendment of Shanghai's English Curriculum Standard. Hong Kong and Shanghai have similar cultural background and economic positions. English is a core subject and learning language in Hong Kong and has always been in an important position in Hong Kong education. As a developed city in economy, technology, education and culture, Shanghai is also strengthening English education. Therefore, the comparison between Shanghai English Curriculum Standard and Hong Kong English Language Curriculum Guide has great practical significance in improving Shanghai English Curriculum Standard. This paper first introduces the educational background, and then compares the Curriculum Standards of Shanghai and Hong Kong in framework, objectives, contents, teaching suggestions, teaching resources and assessment. Documentation method, comparative method and statistical method are used in this paper.The results show that both of the English Curriculum Standards of Shanghai and Hong Kong reflect the world tendency in English Development, their similarities are: integrated systems of curriculum objectives; multiplex curriculum structure; emphasizing abilities and developing learning resources; covering the main English knowledge; providing rich curriculum resources; building a comprehensive assessment system. However, because of the difference of social and cultural background, there are also differences between the two standards. Their differences are:the requirements on ability, attitude and value education, curriculum design, learning and teaching guide, supporting measures, methods of assessment, and operability of curriculum implementation. In addition, English Language Curriculum Guide of Hong Kong shows its advances:coherent curriculum framework, reasonable objectives, complete contents, flexible curriculum planning, specific guide to learning and teaching methods, emphasis on assessment for learning, feasible curriculum implementation.The English Curriculum Standard of Shanghai has improved a lot, but compared with other curriculum standards in the world, it still needs to be amended. The suggestions for the amendment of the English Curriculum Standard of Shanghai are: constructing a complete and flexible curriculum framework, increasing the explanation of abilities and attitude and value education, enhancing the interest and modernity of teaching materials, strengthening the guide to learning and teaching, formulating the duties of each department, reinforcing the support for English curriculum, increasing the feasibility of curriculum implementation, increasing examples, appendices, references, glossary, and membership of curriculum standard.
