In recent years, with the continuous deepening of Higher Education Reform and the expanding of college enrollment, the pressure of employment of university graduates has been increased. The number of university graduates will reach 6.3 million in 2010. In order to ease the pressure of employment and promote the developing of society and economics, China government have adopted a series of supportive and encouraging policy on the employment of college graduates, in which the policy of guiding and encouraging college graduates for grassroots-oriented employment is one of the key. The focus of this thesis is the implementation of the policy and how to improve the grass-roots employment policy。Firstly, this thesis defines the concept of grass-roots employment policy, distinguish the scope of the policy, stated the significance of the Policy.Secondly, this thesis analyzes the background of grass-roots employment, which include macro-and micro-background. The macro-background include rapid development of higher education, the imbalance of China's regional economic development and urban-rural dual structure, financial crisis affecting the employment of college students. The micro-background of grass-roots employment include unreasonable settings of professional and lack of employment guiding in colleges,quality and capacity of graduates,low wages, difficult conditions and the defect of system of organization in grass-roots.Thirdly, the thesis introduces the current grass-roots employment policy in China, which is from the demand, supply and supply and demand matching angle. Then, identify the shortcomings of grass-roots employment policy, which include the lack of long-term mechanism in the policy and the lack of relevant training policy and so on. And propose countermeasures to solve the problem.Finally, the thesis studies the measures and proposals to build a good grass-roots system of employment policy, which include the demanded promoting policies, supplied promoting policies and supply and demand matching policies. These include exploring new channels for the grass-roots employment, promoting entrepreneurship education, spreading university reform, strengthening job training of grass-roots, changing the belief of university students, improving the quality of students, establishing the feedback information system of grass-roots employment and creating a good employment environment.
